Learning & Development Manager (Fixed Term – 2 Years)

Are you passionate about developing people, shaping culture and helping organisations thrive through change? We’re looking for an experienced and enthusiastic Learning & Development Manager to lead the design, commissioning and delivery of high quality learning across the Council at a time of significant organisational transformation.

What you’ll be doing

This is a hands on role with real scope to make an impact. You’ll act as the Council's go to L&D expert - shaping learning strategy, developing engaging development programmes, supporting cultural change linked to Local Government Reorganisation, and building capability across our workforce and elected Members.

•    Turning organisational priorities into a clear, ambitious annual L&D plan
•    Designing and delivering blended learning: workshops, digital learning, coaching and more
•    Leading leadership development, talent pathways and mandatory training
•    Supporting organisational development and change across services
•    Working with partners across Kent to deliver shared learning opportunities
•    Leading the analysis of learning needs through our appraisal cycle
•    Advising on post entry qualifications and professional development routes
•    Supporting Member development with high quality training and governance learning
•    Managing external providers and ensuring excellent value for money
•    Evaluating impact, shaping insights and managing L&D budgets effectively
•    Maximising the Apprenticeship Levy to support workforce growth

About you

We’re looking for someone who is:

•    Experienced in designing, delivering and evaluating impactful L&D programmes
•    Confident partnering with senior managers and influencing decision making
•    Skilled in facilitation, coaching and creating engaging learning content
•    Able to analyse data, spot trends and translate them into meaningful plans
•    Creative, proactive and comfortable managing multiple priorities
•    A champion for inclusion, collaboration and modern learning practices
•    CIPD Level 5 qualified (or equivalent), with strong knowledge of adult learning theory

Experience in local government or public sector settings is desirable but not essential.
