      <title>Senior Planning Enforcement Officer</title>

      <description>&lt;p&gt;We are looking for an experienced and motivated &lt;strong&gt;Senior Planning Enforcement Officer&lt;/strong&gt; to join our Development Management Enforcement team.&lt;/p&gt;
&lt;p&gt;This is an exciting opportunity to play a key role in protecting the character and quality of the borough by investigating and resolving breaches of planning control, unauthorised development, works to protected trees, listed buildings and other planning-related matters.&lt;/p&gt;
&lt;p&gt;As a senior member of the team, you will manage a varied and complex caseload, lead investigations, prepare enforcement action and represent the Council at appeals, inquiries and court proceedings. You will also provide guidance and support to junior officers while working closely with colleagues across planning, legal and other council services.&lt;/p&gt;
&lt;h2&gt;About You&lt;/h2&gt;
&lt;p&gt;You will have experience in planning enforcement or a related planning environment and be confident managing challenging cases while maintaining a professional, customer-focused approach.&lt;/p&gt;
&lt;h3&gt;Essential Requirements&lt;/h3&gt;
&lt;ul&gt;
&lt;li&gt;Experience investigating breaches of planning control and related unauthorised works.&lt;/li&gt;
&lt;li&gt;Knowledge and understanding of planning legislation and enforcement procedures.&lt;/li&gt;
&lt;li&gt;Strong written and verbal communication skills.&lt;/li&gt;
&lt;li&gt;Ability to prepare clear reports, correspondence and evidence statements.&lt;/li&gt;
&lt;li&gt;Good organisational and time management skills.&lt;/li&gt;
&lt;li&gt;Ability to read and interpret plans and maps.&lt;/li&gt;
&lt;li&gt;Strong IT skills and the ability to use a range of systems and databases.&lt;/li&gt;
&lt;li&gt;Ability to undertake site visits across the borough.&lt;/li&gt;
&lt;li&gt;GCSEs (or equivalent) in English and Maths.&lt;/li&gt;
&lt;li&gt;Full driving licence and access to a vehicle for business use.&lt;/li&gt;
&lt;/ul&gt;
&lt;h3&gt;Desirable Requirements&lt;/h3&gt;
&lt;ul&gt;
&lt;li&gt;Degree or diploma in Town and Country Planning, Geography, Urban Design or a related discipline.&lt;/li&gt;
&lt;li&gt;Eligibility for membership of the Royal Town Planning Institute (RTPI).&lt;/li&gt;
&lt;li&gt;Experience dealing with unauthorised Gypsy and Traveller sites and encampments.&lt;/li&gt;
&lt;li&gt;Experience conducting PACE interviews, interviews under caution and preparing prosecution statements.&lt;/li&gt;

&lt;p&gt;As an Environmental Health Officer, you will play a key role in delivering housing enforcement activities across the Borough, undertaking both reactive investigations and proactive inspection programmes to ensure residents have access to safe and well-managed accommodation.&lt;/p&gt;
&lt;h2&gt;About the Role&lt;/h2&gt;
&lt;p&gt;Reporting to the &lt;strong&gt;Senior Environmental Health Officer&lt;/strong&gt;, you will be responsible for a varied and interesting caseload, including:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Investigating complaints relating to housing conditions and standards and taking appropriate enforcement action where necessary.&lt;/li&gt;
&lt;li&gt;Delivering the Council's Houses in Multiple Occupation (HMO) licensing function, including inspections, compliance monitoring and maintaining housing records.&lt;/li&gt;
&lt;li&gt;Responding to enquiries and complaints relating to empty homes.&lt;/li&gt;
&lt;li&gt;Inspecting and monitoring licensed caravan sites.&lt;/li&gt;
&lt;li&gt;Conducting formal investigations, gathering evidence, preparing legal documentation and supporting legal proceedings.&lt;/li&gt;
&lt;li&gt;Assisting with the administration of Disabled Facilities Grants and Housing Assistance programmes.&lt;/li&gt;
&lt;li&gt;Responding to public health-related issues, including filthy and verminous premises and public health funerals.&lt;/li&gt;
&lt;li&gt;Working collaboratively with internal and external partners, including Planning, Building Control, Environmental Protection and Community Safety teams.&lt;/li&gt;
&lt;li&gt;Contributing to housing-related projects, initiatives and service improvements.&lt;/li&gt;
&lt;li&gt;Preparing reports and presenting findings to elected Members and partner organisations.&lt;/li&gt;
&lt;li&gt;Supporting the development of trainees, students and work experience placements.&lt;/li&gt;

&lt;p&gt;We are seeking an enthusiastic and committed individual who:&lt;/p&gt;
